That is what a lot of plumbers think. You can add a bypass valve in the circuit but many boilers have them built in. When all the valves close there is no return path for the water to flow so the pump tries to pump to a dead end which is bad for the pump and boiler. A bypas valve will open when system pressure increase ie when all the radiator valves are closed, to allow the water to flow still. The above system has a flow and return pipe running around the house, a bypass valve should be fitted joining the end of these 2 pipes together to allow flow if all the radiator valves are closed.

I personally think having a radiator without a thermostatic valve is a stupid idea. They normally choose to do it to the bathroom radiator so the bathroom is mad hot all day long.
