I watched the Panorama prog too - one guy out there with a camera round his neck photographing kids, others in a hostel near and even overlooking a nursery!
I'm in a cyncal mood this morning but can't help thinking that if they were locked away somewhere well out of people's way there'd be complaints that it was contravening their human rights.
