I can't really see the problem after all most youngsters will experiment with cigarettes at some point! I would be more offended and worried if it mentioned having a drink or drugs: a he would of been underage and b: drugs or illegal and both having a much more serious effect on youngsters. At the age of 16 he would of still been younger enough to kick the habit! I think I would much rther have a teenager who experminted with cigarettes than drink or drugs.
