It could have been installed by united utilities, they have recently spent millions on the sewers and drainage around west end area, i do know that tinker brook and river hyndburn(stink) join around there and the area is prone to flash flooding. The thing hanging off it could be to check what effluents and sewage are escaping into the water system when the drains back up.
