I would do very simple white straight up and down bag with a gap for arms and one for head. Make the collar out of cardboard and paint it gold & turquoise, cardboard cones round wrists/lower arm also painted gold and turquoise. Headband with another bit of cardboard similarly painted - bit of gold cord with tassles to tie round waist of dress. Hardly any sewing at all. I believe in keeping it simple.
