It isn't as easy as "Oh I'm homeless - off to the shelter" Many shelters are full and without a home it's pretty impossible to get a job or even claim benefits. As to the drugs you are more likely to find a drug addict in london wearing a designer italian suit on £1M a year than you are finding a homeless addict.
