Because they don't know what it's like to feel like a brother and sister. As far as they can see (and they're not very bright) they have a connection - which they have interpreted as sexual.
I actually feel quite sorry for them because they're in love (whatever they understand love to be) and are being told that they aren't allowed to be in love.
