Only just watched it...the woman was violent at first but 3 policemen had her pinned down and it looks like she was subdued when one of them starts bashing her in the head...looks to me like he was dishing out his own justice.
I'd be willing to bet this would not have happend in an open street full of witnesses!....I don't think it makes any difference her being black.
