She's lucky she lives in England and the police have to make sure any subduing of an offender is by reasonable force. If she'd have been coming out of a club drunk, causing criminal damage and resisting arrest in, say, Spain, she'd have got a lot worse than that.
It seems extreme to us because of the softly softly approach our coppers have to adhere too.
