I've never heard of it either.
However, there is mention of Rock Haugh Clough on some HBC documents on the web. It doesn't say were it is though.
If I had to guess I'd say perhaps it's near Jacob's Lodge, or perhaps going up the valley towards the Coach and Horses pub, in the area known as Cockerlumb, where there is a waterfall, though it isn't as spectacular as the one on the postcard.
