Couldn' agree more with you Margret and the simple fact is that one of the answers to the problems you identify- making the criminal justice system work is staring him in the face. Of what am I speaking- Restorative Justice- as a practitioner myself I know it works but there is absolutely no government funding to drive this agenda forward- why? Because politicians think the British people are stupid, would think it is a soft option and would therefore lose them support- patronising and visionless.
