The county FA's get allocated a large share of the 40,000. They allocate these tickets to the clubs and referees societies within their organisation. This allows all football fans to attend a showpiece final instead of the same ones year in year out.
Wembley doesn't need prawn sandwiches to make a killing, they can do that with the humble hot dog at £4.50 a time
