Although it's not common I don't think it's unusual to have residents priveledge schemes. I think when I'm 65 I can go crown green bowling for free because I live in Hynburn but if I want to invite my Dad he would have to pay because he doesn't live here.

Families wouldn't lose out that much because admission is still free for children and students.
