Oh that's awful.

That driver will have his friend's death on his conscience for the rest of his life. It's his poor parents I feel sorry for now.They must be devastated.

Raising the age limit for drivers wouldn't necessarily solve things. A lot is down to experience too. If someone learns to drive at 18 by 21 they have 3 years experience but if they learn at 21 then they won't have that experience until they are 24.
