I think that one of the reasons why they are sometimes strict about the standing is that people do not try to stick to one person per seat. If an aisleway is meant for 20 people then only 20 people should go in it, also the walkways and steps should be left empty. If this is adhered to they tend to be a bit more lenient with you.

It was quite funny at Bournemouth that we seemed to have about 3 people per seat on the back row! But it could be dangerous.

Its just the way of the world now that everything is governed by health and safety legislation and politcal correctness. please do not ever put seats in at the Clayton End but feel free to entirely seat the away fans - and do not ever build them a roof.
