They don't tell you because if it gets back to the ones they are after there might be reprisals. The man doing the filming might find all his windows put through or worse.
I suspect that you will be the first to complain to the housing association when one of these kids hanging around throws a brick through your window. Then you will be asking what they are going to do about it and they might lend you a camcorder to catch them in the act next time. We are all filmed as we go about our daily lives. We are supposed to be having a full sized CCTV camera about 30 yards from my house. I think everyone should have cameras around their house, I have. With enough CCTV coverage we should be able to catch the local nuisance offenders.

I am sorry but you can't have it both ways. Not all CCTV used to catch criminals is Police CCTV, a large proportion of it is private and shop CCTV etc. Do you complain that your little girl is being filmed as she chooses her sweeties in the corner shop? How do you know the shop owner is not a perv?
