PCSO stands for Police Community Support Officer.

No PCSO's have the same powers as a PC, but they can have different powers depending on the area they work, such as Hyndburn, Pennine, etc.

I have taken some information from the Lancashire Police website which is listed below:

All PCSOs have the following powers:

Issuing of fixed penalty notices (eg riding on footpaths; dog fouling; litter).

Power to confiscate alcohol and tobacco.

Power of entry to save life or prevent damage.

Power to demand the name and address of a person acting in an anti-social manner.

Power to request a person to remain with them for up to 30 minutes for the arrival of a police officer in certain circumstances.

Removal of abandoned vehicles.

In Western Division and Pennine Division PCSOs have the following additional powers:

Power to stop vehicles, maintain cordons and search vehicles.

Power to use reasonable force to detain in certain circumstances.
