If it was landlords discretion more pubs could suffer - as which pub would really put no-smoking throughout if a pub up the road allowed smoking. All the smokers would go to the smoking pub, and the landlord may fear this meaning he would feel presured to allow smoking. At least a "blanket ban" means it is out of the landlords hands - he doesnt have to worry about other pubs being more leniant etc.
Also if a room for smokers was the case, pubs without a seperate room would have to accomodate the smokers meaning small pubs could suffer. The full ban means the landlord doesnt have to worry about where the smokers will go - it is out of his or her control.
Obviously there are loads of arguments for and against it- but I think a blanket ban is the better option as there is no confusion as to what is and what isnt allowed - and all pubs are in the same boat.
