Do you really think the councel care that much about it?
The only thing that would be a problem in my opinion is the lift idea, which is easily solved by well maintained lifts.
The noise would be just as bad in a row of terraced houses.
Maybe we could build bungalows then for the old people and the teenage pregnant girls.
I dont really think the councel really think into much depth about what people really want, as long as they are housed and not a statistic adding to homelessness.
Not like they dont manipulate that aswell though.
