I dont really think the councel really think into much depth about what people really want, as long as they are housed and not a statistic adding to homelessness.
Not like they dont manipulate that aswell though.

Hyndburn Homes have a housing policy just as the council did - they do not want unhappy tenants any more than the tenants want to be unhappy. That is why some types of housing are designated for disabled and elderly and some for families. They have more sense than you credit them with.
