I also pay my licence monthly at about £11.50-ish a month, but the initial payment may have been less (about £9 something I think). It says my licence is £135-50, so I don't think I'm paying any more for DD. Perhaps it's if you pay quarterly?

I think it's good value when you consider the stuff you get on the BBC. BBC4 has a quality stuff on there, as do BBC2 and occasionally BBC1. I'd hate to see all TV stations go commercial, it'd be a nightmare. Just look how bad Sky is for adverts!
ITV is just a joke! I haven't watched anything on ITV (except the football, which is done very badly) in over 2 years. C4 used to be good, but it's gone downhill very fast.
