Ok, let's clear a few things up here.......
If you pay for your lic on dd, you only pay more if you pay quarterly. This is classed as a 'pay as you go' scheme. 4 pymts over the year, each pymt giving you 3 months worth of tv, each pymt currently is just over £35, with a £1.25 admin fee built in. If you pay on a dd, either annually, or monthly, you just pay the lic fee, nothing extra. Annually is a 1 off pymt, done with, that's it, untill the following year. Monthly you end up in advance with your pymts. If you set it up roughly in the 1st 3 weeks of a month, your 1st 5 pymts work out at just over £27, then as the 6th mnth onwards pymts drop to just over £11 a mnth, this is when you start to pay towards the following years lic, so you actually end up 6 mnths in advance with your pymts. If setup within the last week of mnth, you would then have 4 pymts of just under £34, then from the 5th pymt onwards, would drop to just over £11. This is because you always have to be given 14 days notice before the 1st pymt taken, & pymts tend to fall the 1st working day of a mnth, so if its setup towards the end of the mnth the pymt can't be taken the start of the following mnth as not enough notice is given, so pymts bunch up. Obviously at any stage, if you are no longer requiring the lic, then any refund due to you would be sent back to you. Exactly the same if you pay annually or quarterly. Refunds are only issued in unused quarters, & refunds are not issued on expired lic.
If you pay by pay point, unless you do a 1 off pymt - either cash or debit card, you DO pay more. If you are on a card scheme (MCP or CEE) you actually pay around £70 more for your lic fee. You pay for the 'priviledge' of being able to spread your pymts further. Pay Point is a completely seperate company to TV Licensing.
Blind licenses - to qualify for a 50% reduction, you need to be registered either blind, or severely sight impaired. You would need to provide a copy of either a blind cetificate, or a letter signed by the opthomologist, before this would be issued. The licence needs to be in the name of the blind person.
2nd homes - If the 2nd home is a permant structure then it requires a 2nd lic. If you have a caravan on a site, your home lic would cover it, as long as there would be no simultaneous use. You would need to inform TVL of this & they can send you a declaration letter which needs to be signed & sent back.
At home 1 lic covers all of you & as many tv's as you like, providing you all live under the roof as a family unit. If there are seperate tennacy agreements, then seperate licenses would be required.
A lic always belongs to an individual, NOT to the property, & is only ever in 1 persons name. If that named person moves from the address, then they can either transfer that lic to a new address, or choose to cancel the lic. Anybody still remaining at the address that had previously been covered by the lic, would no longer be so, & would need to get a lic in their own name.
Hope this clears a few things up for people.
