The other people I know who live in flats in Hyndburn have either their own wheelie bin too, or shared wheelie bins. I can't speak for Blackburn, as happily I don't live there. 
There are less and less black bags left about as a result, and you see less of them ripped open by dogs/cats, and therefore less likey to attract vermin, in my humble opinion.
