Now that we have the Channel Tunnel it provides a route for rabies which is endemic in the feral dogs on the continent. When rabies comes it will involve mass culling of domestic pets.

Let say I have a Dog Licence, can I let someone else walk it??
I think Compulsary Insurance would be a better Idea.
