? We have welfare for the very poor or disabled (MUCH stigma still attached and harder to come by). If your physically able, you are pretty much required to work. At least as I understand it.
Just curious how these kids could afford to have babies? Many times if young kids have babies over here, the parents (or I guess grandparents)will help with childcare and such
