This already happens on motorcycles. untill you are 21 you can't ride anything over 33bhp. Whilst this will still get to 100mph it takes a lot longer to do it. 1000cc cars will struggle to 100 but it takes an age. I'd also argue that 100cc cars tend to be make from tin foil and paper and are rarely good in crash tests. (Clio possibly being an exception????). I'd rather drivers be in 1500cc 2 ton mercs than 1000cc saxo's. I see a significant number of motorway accidents and it is rare to see a 'big car' driver being cut out by firemen but the small car fraternity are usually still there inside as no doors will open due to the shell twisting on the impact.
