Anyone else read the story of the misplaced camera?

Seemingly, when they were doing some repairs to the M4 near Newport, they set up a speed camera in the wrong place. It was set to 40 when in fact the zone was still 70.

And all those people who were snapped, fined and endorsed are NOT getting refunds unless they complain.

What do all the people who still adhere to the adage that speed cameras are NOT placed to make maximum funds from minimum expense have to say to that?
