Now we assume that it was the burglar who had attacked people but the way it is written it literally means that Mr. Smith didn't care who he clobbered in his hamfisted attempts to nab this theif! The problems then arise when people give such statements to the press which are then printed and people read them as Mr. Smith having attacked people and they go on the rampage to get revenge against him.
That has extremely serious implications for Mr Smith. Best thing to do is not speak to the press. It shows that something as simple as statements pavement style can be dangerous.
