You seemed to think that a crime was being committed if a badge was displayed and the disabled person stayed in the car whilst their relative went and got their shopping for them. This is not a crime. This is not against the rules. I haven't said whether I agree with the rules or not but that's the way it is.
It is a crime to use a badge on a trip that is not benefitting the disabled i.e to get your own shopping in. As has already been said by someone else, I agree that this would be quite difficult to prove and is open to abuse. I agree that this is wrong.
