Studies in Ontario, Canada's most road accident prone province, show that it is not speed alone that causes accidents, but aggressive and downright bad driving. It all depends, too, how the coppers decide to enforce the limits. The mere sight of a cruiser tends to have a calming effect. And the coppers here will give you a 10k to 15k break. On the 401, Canda's major highway, particularly in "death alley" from Trenton to Cornwall (and this passes thro' Kingston) most serious accidents involve alcohol, the very young drivers, the elderly, and recent immigrants who come from cultures where the automobile does not dominate as it does here. Rather than post restrictive limits, the govt. tends to improve the highway, taking out some of the worst curves, adding another lane, and moving the rock cuts further away from the traffic, so that if cars do leave the road, they don't go splat.
