So far as I understand, (and what I understand could be a limited amount according to some karma comments

), if someone is offensive in what they say when giving/taking karma as with any post it can be reported to the mods, then if they agree that it is offensive they will get in touch with the offender by pm and slap their wrists warning them that such things won't be tolerated. However if the person hasn't signed the karma disclosing who, (or is that whom? damn this English language), they are then the recipient, (of said karma), shouldn't be told the name of that person.
