Maybe I am being a tad dense here but Network Rail being part of the problem?
The take aways I can understand that I cant. Rats once established are nigh on impossible to be exterminated. Will take forever to get it under control this "epidemic" and will be expensive. Would it also mean a change in refuse collection as well.
