Short-changed into small change?

Is it me, or is Hyndburn skulking behind the door when it comes to acessing the regeneration gravy train currently careering through the North West?
In a report carried on the front page of the Blackpool Gazette on Friday the borough boasted of £282 million in regeneration funds already spent in the borough over the last four years, with a further £451 million already secured for future projects.

Not that I begrudge Blackpool a penny of that money; the place has serious problems and needs all the help it can get. I am just curious as to why a borough of roughly the same size as Hyndburn is able to access such large amounts with more ease and regularity than our own benighted bit of the world.
You have to admit that £733 million does make the £250,000, (which, according to the idiot-in-chief, was all we could afford,) that HBC spent on redeveloping Broadway look a shade less impressive than small change by comparison.
