If it has no road tax disc and you think it has been abandoned, you can tell the council who will slap notices on it for the attention of the owner and it will get towed away after 2 weeks.

If it has no road tax the DVLA will stick clamp it and tow it away 24 hours later unless you pay road tax and unclamping fee.
