I don't think you will lose that, you either shop there or you don't. Is that not freedom of choice.
What else would that site (old skill centre) be used for.
The Blackburn Tesco is getting past it's sell by date, so if the Accington Tesco gets built, the Tesco shoppers from Blackburn may visit the modern energy efficient Accrington Tesco, and who knows they may just walk down in to the town centre and spend a few bob there as well.
