The Blackburn Tesco is getting past it's sell by date, so if the Accington Tesco gets built, the Tesco shoppers from Blackburn may visit the modern energy efficient Accrington Tesco, and who knows they may just walk down in to the town centre and spend a few bob there as well.

Perhaps for developing skills? Maybe for training people to do things other than be a cashier?
No offence to people that work at asda or in a store, but it aint exactly going to bring in the money.
If Accrington wants to do well, it needs to have better paid jobs as well as lower paid jobs. If everyone is paid low then the shops can only serve low paid people. This means the quality is not going to be good.
Training and education needs to be invested in, not bringing supermarkets into an already crowded market, to kill off the few sole traders we have. No matter how many jobs it brings in, its a waste, and can only mean the further demise of Accrington.
