Sounds like a recovery partition.
The instruction book should tell you what is on the other partition.
Mine is in case of total failure of the operating system.
When you first access the computer, it should give you the option of making restore disks, which you then keep in a safe place.
From them you can restore the computer back to the way it was when you bought it.
When you boot up, does it say any thing like press F10 to restore,
from then on it can get a bit complicated.
Partitions dont have any effect on performance, I partitioned my laptop into two, one is for DOS6, the other has xp.
