Not sure in this case, but with a lot of new developments you find people buying off plan, usually at a discounted price, in the hope of making a profit when the development is complete. This could be investors, or people who reside in their new property, and sell when the prices have risen.

People might not be so lucky in the future, if the predicted down turn in the housing market is correct.
