No not guilty kate. Went past the Black Dog the other day and noted that the dwarf walls had been capped off, and thought there must be a problem.
So on looking on HBC's website I find that Mr Whitaker HBC's enforcement officer has been round there, and stopped the job. You have got to admit it would have been a rather large smoking shelter, the full frontage of the building
