Eric, you are making assumptions here......do all business people 'screw' their clients?
I have been privileged in my lifetime to know(and trust) some honest business folk......folk who have been generous with their donations to local causes.....things that would brighten the lives of those who live in our little town.
justifying keeping money found in these circumstances is just a salve to a conscience.
How do you know this business person is not struggling to make ends meet....maybe just a thousand quid from going under? You don't! No I would not keep money found in such a situation, for the reasons I have outlined.
