I'm a little confused ... which is quite normal ... but are these all prisons that have this problem? I just assumed that England like Canada has levels of prison. Like the real serious criminals go to maximum security joints and the middle of the pack guys go to medium security, and the more or less harmless go to minimum, known here as Club Fed. So are we talking all prisons or just those for offenders who don't pose a major threat to the public?
