You got me thinking with this one, so not being able to sleep I though Id take a look into it (how sad am I) apparantly "clout" means clothing (I too knew it as a swipe round the ear!) so basically, for anyone unsure it means never throw out your clothes (am guessing they mean winter clothes and not all clothes
) til the end of may.
