It doesn't happen in the U.K., though there has been a campaign in the media following tragic cases, and inspired by Megan's Law in the U.S., to change the law, so the public are informed of convicted peadophiles living in your neighbourhood.
The News of the World did break the law, in the hope of changing it, by publishing the photographs of convicted child abusers, but that had to be stopped when innocent people who looked like, or had the same name, were attacked by angry mobs.
