In your case a similar thing has happened, but once the workmen had left your neighbor's signal did not return. She rightly contacted Sky and was told that they charge a flat call-out fee of £65. An alternative resolution was arranged, but then the signal came back and she notified you via the note on the door. The chances are that the dish has moved and the signal is weakened.
I honestly don't see what the issue is here, but of course I may not have understood the full gist of your message.
