the thing is about the free milk ,not every rich parent is a responsible parent at least when the children got free milk it was going to the child .the responibility of the goverments who gave the free milk was the welfare of the child poor or rich that was in its care for the length of time the child was at school but thatcher and her selfish thinking removed this responsibility and also made cuts in school meal provisions.so much for the caring tories..
