Unfortunately that doesn't always happen. On this side of the pond, in both Canada and the US, there have been major problems when Affirmative Action policies have been put in place. Some members of minority communties want their members hired because they belong to a minority, not because they are the best qualified. The problem is very complex, many minorities get a poor start in the education system because they belong to a particular minority ... I am thinking of the poor, First Nations people, and blacks from the large cities. To eliminate discrimination in hiring it is wrong to start at the hiring level; work has to be done at the elementary, secondary, and post-secondary school levels first.
