Like i say the point i am trying to make is that the council should have looked at the maximum occupancy of the function room, and decided if the area could handle the traffic this will cause.

yup
the should give lollipop ladies the power to hand out fines for parents parking on zigzags etc and give them a commisuon on every ticket issued ,infact i think parking wardens shoud be able to issue the 3 points that go with parking on zigzags but currently they can only give a fine
