If I lived nearer I'd come and do it for you.
Repotting: Put some "crocking" in the bottom of your larger pot - that's bits of broken plantpot, stones, bits of slate, anything that will help the pot to drain. Put about 4" of compost in the pot. Take the rose, with its roots and soil, out of the small pot - if you soak it in a bucket of water for an hour first it should come out OK. Put it in the new pot then fill the pot with compost (pack it down the sides and make sure the roots are covered) and water it. Done! Oh, you can plant it in a flower bed if you want, they don't have to live in pots.
Deadheading: Snip every dead flower head off with secateurs or scissors. You can prune the plant by cutting off up to about 6" of the stem. The more dead ones you cut off the more new ones you get.
