In fact unmarried people are often entitled to more.
You don't say anything about your friend's age, earnings or circumstances etc just that he is married with two kids....this alone would not result in him being given £360 a month, there must be other circumstances. Is one of his children disabled? ...and you don't say who gives him this?
Is it tax credits, carers allowance, what?
Give us the full picture please.

He clears about £260 a week,30 yrs old,lives with partners mum and dad (not married sorry)and its family tax credit,also refuses to do any overtime because this would affect family tax credit-hope that makes it clearer
