The Western concept of the separation of church and state -indeed the idea of the modern state itself - grew out of a centuries-long struggle between the kings and the popes of medieval Europe. Few controversies have so idelibly influenced the course of Western civilization. Muslims are not part of this tradition, and any nation that treats them as if they are is risking it's traditional identity.
